Kneehill County (the “County”) is seeking proposals from interested parties for the
following (“the Work”):

1. Conceptual drawings for an onsite facility at Horseshoe Canyon that would
contain washrooms along with other potential amenities such as but not
limited to an information/interpretive center for visitors, a market/café space
for local businesses and agriculture to promote their products and food, and
potential expansion for a multi-purpose event space or other
retail/commercial services to support the area.  Drawings should include a
phased approach with a minimum of 3 reasonable options at various price
points to allow for growth over time and future development.

2. Feasibility study to include evaluations of financial considerations, including:

• Capital cost projections, operational expenses (5 – 10 year projections) 
• Potential funding sources such as, but not limited to, public and private
partnerships and leasing and marketing spaces to be used for investment
attraction purposes.  

3. Include a detailed list of requirements for the development of an Area
Structure Plan to be used by Kneehill County for the Horseshoe Canyon. This
list should entail the minimum and maximum requirements to attract
investment. Kneehill County would utilize this list to create a future
Request for Proposal for the potential creation of an Area Structure Plan.
